This legislation established First 5—the California Children and Families Commission—which was charged with implementing an integrated system of services to support the early development of children from the prenatal stage to age five to help prepare them for success in school and life. Each California county formed a First 5—and so was born First 5 Fresno County (F5FC).

Team & Commission
The First 5 Fresno County Commission consists of seven commissioners and a staff that carries out the Commission’s work.
Meet the Commissioners
Commissioners, appointed by the Fresno County Board of Supervisors, include representatives from the Board of Supervisors, County departments, and individuals with expertise in serving children and families. Commissioners can serve terms up to four years at a time. Commission meetings are open to the public, and agendas are available on the website at least 72 hours before meetings.
Meetings are scheduled on Wednesdays approximately every other month with a summer recess.
Brian Pacheco
Supervisor Brian Pacheco was designated as Chairman of the Fresno County Board of Supervisors on January 9, 2017.
Brian Pacheco is a fourth-generation family farmer and dairyman in Fresno County. Brian graduated from Kerman High School and attended the University of California, Davis. He earned a bachelor’s degree in agricultural economics and was the commencement speaker at graduation as well as a recipient of the Award of Distinction for the UC Davis College of Agricultural and Environmental Sciences.
Supervisor Pacheco is a strong advocate of public education and excellence in our local schools. He was elected and served 12 years on the Kerman Unified School Board of Trustees. He has also served on the Board of Directors of Community Medical Center, the Fresno Madera Area Agency on Aging, and the Human Resources Advisory Board. Supervisor Pacheco is the Past President of the Fresno County Farm Bureau and is a member of various community organizations including Mothers Against Drunk Driving, the Fresno, Biola and Kerman Chambers of Commerce and the Nisei Farmers League.

Kari Gilbert

Hugo Morales is the Executive Director of Radio Bilingüe, Inc. In 1976, Hugo and an all volunteer staff of farm workers, former farm workers, and artists founded Radio Bilingüe. It began broadcasting July 4, 1980, over the entire San Joaquin Valley.
Radio Bilingüe is a national satellite community radio service with programming in Spanish, English and Mixteco (an indigenous Native American language in Mexico) that serves Latino radio audiences in the Northern Hemisphere. Sabrina Beavers
Originally born and raised in Bakersfield, California, Commissioner Sabrina Beavers moved to Fresno in 2001 to attend California State University, Fresno, where she received her Baccalaureate Degree (B.A.) in Health Science with an option in Community Health. She has had a career in Public Health since 2012 and is a Certified Health Education Specialist and Lactation Education Counselor. Sabrina works actively in the Central Valley community advocating for and supporting birthing women and individuals on their pregnancy and parenting journey. She knows one of the most effective ways to ensure that children ages 0 to 5 thrive in their development starts before birth. As a voice for birth justice and maternal and infant health, she takes the time to educate and bring awareness to the health disparities that disproportionately affect our birthing women and individuals of color, especially those in the Black/African American and Native American communities. In 2019, as a first-time Mother, Sabrina gave birth prematurely to a baby girl. Now, as a Mother with lived experience, she helps families navigate the foreign experience of going home while leaving a newborn in the Neonatal Intensive Care Unit (NICU). Her birthing story was featured nationally in July 2021 on National Public Radio and was animated into a short film now archived at the National Library of Congress and the Smithsonian National Museum of African American History & Culture.

Susan L. Holt is a Licensed Marriage and Family Therapist and lifelong resident of Fresno County. She currently serves as the Director of Behavioral Health and Public Guardian of Fresno County. In this role Susan leverages her diverse professional experiences to lead, strengthen, and advance the public behavioral health system in her community. With over 25 years in the behavioral health field, her clinical experience includes providing treatment in residential programs, schools, outpatient clinics, mobile crisis response, and inpatient psychiatric care settings. As her career progressed, Susan was inspired by the people whom she served to shift her focus toward system of care development and improvements, particularly for the most vulnerable populations; this ultimately led her into management of behavioral health. Her passion in behavioral health leadership is to cultivate strengths within teams and across sectors to create and enhance environments that promote well-being, resilience, and recovery. Susan is a graduate of California State University, Fresno, where she received her Bachelor of Science degree in Health Science and her Master of Science degree in Counseling.

Dr. Marcia Sablan
Dr. Marcia Sablan is a native of St. Louis, Missouri; she received her B.S. in Chemistry from St. Louis University and her M.D. from the University of Hawaii’s John A. Burns School of Medicine. She completed her internship and residency in Family Practice at the University of Hawaii- Kaiser Foundation Hospital in Honolulu.
Dr. Sablan is Board Certified in Family Practice, and is an active member of the American Academy of Family Physicians, the California Academy of Family Physicians, and was named California Family Physician of the Year in 1992. She is an Assistant Clinical Professor in the UCSF-Fresno Family Practice program as well as a Clinical Preceptor for the UC Davis Physician Assistant/Family Nurse Practitioner Program.
Dr. Sablan has served on numerous Boards of Directors including the American Red Cross of Fresno County, and has been on the City Council of Firebaugh since 1983.
Before medical school, she spent two years in El Salvador as a Peace Corps volunteer. She has been in private practice with her husband, Dr. Oscar Sablan, for 24 years in Firebaugh and has four grown children and six grandchildren.

Karen Rangel
Karen joined the First 5 Fresno team in 2014 and currently serves as the Executive Projects Manager. Throughout her tenure, she has overseen programmatic, communications and administrative efforts for the agency while also providing administrative support to the Executive Director, acting as the liaison to the Commission Board, and overseeing projects of the executive team.
Currently, Karen is the contract manager for the Fresno GROWS Best Babies Zone, a place-based, anti-racism initiative that prioritizes interventions and opportunities for African American families at the neighborhood level in Southwest Fresno by addressing economic, social, and structural determinants of health. She also oversees the Lighthouse for Children’s Community Learning Center, a network of community partnerships that offer an array of free services for young children, their families, and early childhood professionals all at one location. Previously operated by First 5 staff, Karen solidified the foundation of the Center and is supporting its transition into its next iteration to be managed by an external partner.

Liliana Salcedo joined the First 5 Fresno County team as a Business Assistant in February of 2017. Currently, Liliana serves as a Project Manager for Early Childhood Initiatives. Her work focuses on childcare quality improvement—she leads the Improve and Maximize Programs so All Children Thrive (IMPACT) work for the county and the region. Lupita Ramirez
Lupita serves as the Project Manager for Early Childhood Initiatives overseeing First 5 Fresno’s maternal health programs, including the Glow! Group Prenatal Care Program and African American Infant Mortality Prevention efforts.
Since beginning her current role, Lupita has expanded the Glow! Program to a virtual platform that continued serving pregnant patients during the COVID-19 pandemic. She has solidified partnerships among community partners, participating clinic sites, and medical providers laying a solid foundation for the future of the Glow! Program.
Over the next couple years, Lupita will be focused on supporting other local First 5s, community-based organizations, and clinic sites to expand the Glow! Group Prenatal Care Program into other counties within the Central Valley.
Lupita remains committed to leading First 5’s efforts to reduce racial inequities in infant mortality and improve birth outcomes in Fresno County so that no baby dies before their first birthday. She holds a Bachelor of Science in Public Health with an emphasis in community health from California State University, Fresno. Outside of work, Lupita enjoys playing and cuddling with her 2-year-old, Mateo, spending quality time with family, and dancing Mexican Folk Dance (Folklórico) with her husband, Ray.

Lupita remains committed to leading First 5’s efforts to reduce racial inequities in infant mortality and improve birth outcomes in Fresno County so that no baby dies before their first birthday. She holds a Bachelor of Science in Public Health with an emphasis in community health from California State University, Fresno. Outside of work, Lupita enjoys playing and cuddling with her 2-year-old, Mateo, spending quality time with family, and dancing Mexican Folk Dance (Folklórico) with her husband, Ray.

Cindy Jurado Hernandez, MA
Cindy joined First 5 Fresno in 2019 and currently focuses on policy & community relations efforts for the Commission. She oversees the Commission’s communication projects, including public education campaigns, media events, and advocacy efforts. For the last three years, Cindy has represented the Central Region, which includes Kings, Kern, Merced, San Luis Obispo, Mariposa, and Fresno counties, as the policy committee representative for the First 5 Association. She also helps the First 5 Association network in its race, equity, inclusion, and diversity initiatives as part of the REDI Committee.
Cindy is a proud Fresno native, born and raised in Southeast Fresno. Her parents migrated from Mexico when they were young to provide her a better life. She is honored to be part of an agency that works alongside the community to support young children and families in Fresno County.
Cindy graduated from Fresno Pacific University as a first-generation college student, earning her Bachelor of Arts in History and Master of Arts in Theology. She and her husband, Hector, are raising four amazing sons aged 2 to 18 while also managing a small landscape contracting business.

Ashley Hensley
As the Project Manager for Early Childhood Initiatives, Ashley oversees the direct service contracts for the Thriving Families Initiative. Under this initiative, she has fostered relationships with agencies and organizations that directly serve families with young children in the community. It has been a joy for her to learn about these organizations, hear about all the wonderful work they do in their programs, and meet each staff member that makes it all happen.
Ashley earned her bachelor’s degree in early childhood development from Fresno Pacific University. Alex Treas, MBA
Alex joined the First 5 Fresno County team in 2024 and is currently the Operations Manager responsible for operations, facility, and contract management. Alex oversees building services, finance, and administrative assignments.
Alex grew up in the small town of Woodlake, CA. His family were farm laborers who worked hard to provide the next generation with a better life, but they always instilled gratefulness and family values. Alex moved to Fresno in 2005 and graduated from Fresno State with a Bachelor of Science in Business Administration with an option in Marketing. Alex then became the first in his family ever to obtain a Master’s degree with an emphasis on Business Administration from the University of Phoenix while holding the title of Campus Operations Manager in the Fresno location. Alex has previously worked in higher education and tech start-ups, fostering his leadership skills, managing co-work locations nationwide, and assisting students in their education endeavors. Alex’s next chapter, as part of the First 5 Fresno County team, is to use his lived experience to promote healthy initiatives for the first five years of life so that families flourish.
Alex loves to spend time with his family and train jiu-jitsu outside of work. He’s a thrill seeker who’s done everything from Tough Mudder to skydiving and loves to travel—his favorite so far is Ireland!
