California Senate Bill 827
California Senate Bill 827 (SB 827) requires local agencies with a public website to provide clear instructions and contact information explaining how the public may request copies of ethics and fiscal/financial training records for covered officials.
First 5 Fresno County is committed to transparency and following state law. Members of the public may request the following training records using the process below.
- Ethics training records (AB 1234) – Required every two years for covered officials.
- Fiscal and financial training records (SB 827) – Required every two years for covered officials. Officials serving as of January 1, 2026 must complete their first training by January 1, 2028, so some records may not yet be available.

In your email, please include:
- Your name
- Contact information
- A brief description of the records you are requesting (e.g., “ethics training certificates for Commissioners,” “fiscal training records for Directors,” etc.)
Response Time
First 5 Fresno County will respond to your request in accordance with the California Public Records Act, which governs timelines and disclosure requirements.
